Vesey Street Bridge - CLOSED
To the Tenants of One World Financial Center:

The Port Authority (PA) has notified Brookfield that there is a broken lite of glass on the 40th Floor of One WTC. The PA is preparing to remove this starting at 4:30PM and expect the removal to take approximately three (3) hours. During this time the Vesey Street Bridge will be CLOSED. There will be Port Authority Police stationed at Barclay Street on the east side of the Vesey Street Bridge and at both stairs on the west side of the Vesey Street Bridge diverting pedestrians to alternate routes.

If you typically take the Vesey Street Bridge exiting the WFC please make other arrangements. You can travel north to Murray Street and cross at grade or you can travel south and cross over West Street on the South Bridge or at grade on Albany Street.

As of this time we have been advised that the PATH Station will remain open.

You will be notified when the bridge is re-opened.

Only one of the Liberty Street entrance/exit and the South Bridge will be open. Building identification must be presented to gain access. 9/11 Street Closures

To All One World Financial Center Tenants,

Attached please find the Street Closures for the days leading up to and including 9/11. Please see some highlights below:

  • South End Avenue from Thames to Liberty Street will be Closed
  • Albany Street will be closed from Greenwich Street to South End Avenue.
  • Pedestrian Access to these streets will also be very limited.
  • Vehicles parked in the 1 WFC Parking Garage will not be able to LEAVE , or ACCESS the garage beginning 8:00AM Saturday, September 10,2011 until Sunday, September 11, 2011 at 8:00PM.

Please note that starting Friday September 9, 2011 at 6PM until Monday September 12th, 2011 at 6:00AM the Loading Dock will be closed for all deliveries.

BPC 9/11 Street Closures
Sunday, September 11th from 6:30 AM until 4:00 PM.

The City is preparing for the annual September 11th commemoration ceremony at the National September 11 Memorial at the World Trade Center site. At this time, we would like to share with you detailed information regarding the upcoming ceremony, including street closures, traffic, parking and pedestrian impacts.

The commemoration for family members will take place on Sunday, September 11th from 6:30 AM until 4:00 PM. Following a moment of silence at 8:46 AM, the names of the victims will be read with music as a backdrop throughout the program. Additionally there will be a total of five moments of silence: 9:03 AM, 9:36 AM (Pentagon), 9:59 AM, 10:03 AM (Flight 93), and 10:28 AM. During the ceremony, families will be allowed to visit the 9/11 Memorial for the first time. The Tribute in Light will begin at sundown.

CONSTRUCTION ALERT
BEGINNING WEDNESDAY, MAY 18, 2011
WEST THAMES PARK LAWN CLOSURE

On Wednesday, May 18, 2011, the New York State Department of Transportation will begin work on the center lawn at West Thames Park. Normal work hours are 7:00 am to 3:30 pm, Monday to Friday. The lawn will be closed for re-sodding the turf area.

The closure is necessary in order to install new sod and allow it to properly "knit." After removing the old sod and installing the new sod, this growing period will last for approximately eight weeks.

The lawn is expected to re-open approximately on Friday, July 22, 2011.

No public access is allowed in order to protect the newly establishing lawn and to make sure the lawn stays healthy. It is necessary to do this work now since spring planting is an optimal time to lay new sod.

As you may know the President of the United States will be visiting New York City on Thursday May 5, 2011. He will have multiple commitments throughout the day, one of which is at the World Trade Center Site to meet with the families of the 9/11 victims. We have received information from law enforcement that between 9AM - 3PM on Thursday, we should expect rolling street closures, pedestrian bridge closures and possibly large crowds of people in lower Manhattan. If we receive more detailed information we will be sure to pass it along.

Street Closings:
Please be advised of the following partial street closing:
• Murray St. triangle west bound lane between North End Avenue & West St.
• Note: Eastbound lane will be temporarily converted for two-way traffic.

Narrative Explanation:
Murray St. is a two-way street between North End Avenue & West Street. The mobile crane needed for the dismantling and removal of hoist cars and mast requires a partial closure of Murray Street (westbound lane only) at Triangle Park. The eastbound lane will be temporarily converted to handle two-way traffic for the day.

Traffic Diversion:
Eastbound lane will be temporarily converted to accommodate two-way traffic

Restoration:
Normal Traffic flow will be restored at the end of the work day.

To the Tenants of One World Financial Center:

We received the following notification from New York City Transit's Government and Community Relations department.

"Please be advised that in order to assemble and install a tower crane which will be used in the construction of the new Fulton Street Transit Center it will be necessary to close Broadway to traffic on the weekend of January 22-23. Starting at 8 PM on Saturday, January 22nd Broadway at Fulton Street will be shut down to one moving lane of traffic with all pedestrian traffic on the east side of Broadway diverted to the west side of Broadway between John/Dey Streets and Fulton Street. Then at 3 AM, Sunday, January 23rd Broadway at Fulton Street will be completely closed until 10 AM. All Broadway traffic will be detoured at Ann Street (detour plan attached). Traffic enforcement agents and flaggers will be used at all times."

Brookfield Properties is pleased to offer the tenants of One World Financial Center the opportunity to dispose of their e-Waste from each tenant's home. For this one-time, no-charge pick-up in 2010, Brookfield Properties offers its tenants the chance to unload its monitors, keyboards, CPUs, printers, telephones, surge protectors, etc. at One World Financial Center so that they can be properly recycled and disposed of in accordance with the law.

Simply bring in your e-Waste from home during the week of December 13th - December 17th, place the e-Waste in a location that has been designated by your facilities manager/contact within your leased space and ask them to enter an Angus call for us to pick-up the e-Waste. Our porters will then pick-up the e-Waste and send it off to be recycled, accordingly . E-Waste materials should not be left in Base Building areas, such as common corridors, the freight lobbies or elevator lobbies. After December 17, 2010 there will be a pick-up fee and per item charge, should you wish the Building to dispose of your e-Waste, so take advantage of this free, 2010 e-Waste pick-up.

Why Recycle electronics?

  • Most electronics contain hazardous or toxic materials which can cause an environmental problem if discarded in the trash. Recycling electronics keeps substances like lead and mercury from harming people and the environment.
  • Conserves natural resources - Valuable material can be recovered from old electronics, and these materials can be used to make new products. Recycling these products reduces the need to mine the earth for new raw materials.
  • It's the Law. All businesses and institutions (including nonprofits) in NYC are required by law to recycle computer equipment, unless it is donated or resold for reuse. If not donating or selling unwanted electronics equipment for reuse, the New York State Department of Environmental Conservation requires all businesses and institutions to dispose of used electronics through dismantlers and recyclers. Throwing these items away has resulted in hefty fines for many companies and corporations.

Going Green in Lower Manhattan

The Alliance for Downtown New York is keeping Lower Manhattan green this fall – and would like your help.

Each year, the Downtown Alliance uproots more than 4,000 geraniums from Bowling Green Park and gives them away to people who work, live or visit downtown. And then, we return to Bowling Green the following week to plant thousands of tulips – brightening the city’s first public park at the tip of Broadway in the Canyon of Heroes.

We could use volunteers.

On Wednesday, October 13, all you need to do is drop by to receive your free geranium. The Adopt A Geranium event will be held from 10 AM to noon.

On Saturday, October 23, we will hold our Fall Community Planting Day from 10 AM to noon. There’s no need to bring any tools or gloves; they will be supplied by the New York City Department of Parks and Recreation, as well as a booth showing youngsters how to take care of plants. (And, Crumbs has pitched in to provide pumpkin cupcakes, too!)

Both events are part of the Downtown Alliance’s Going Green Downtown initiative, which is dedicated to building an environmentally sustainable Lower Manhattan. They are co-sponsored by the New York City Department of Parks and Recreation, Manhattan Borough President Scott Stringer, New York City Council Member Margaret Chin, Community Board 1 and Crumbs.

The next Stakeholder Meeting for the Route 9A - North Promenade will be held Friday, August 20, 2010 at 10:30 a.m.

The Stakeholder's Committee is one way interested members of the community can stay informed about the project's progress.  The committee will meet monthly to discuss the latest construction activities, measures being taken to minimize disruption to the community and to address concerns and suggestions from the public.  Meetings will provide an opportunity for committee members to exchange issues, ideas and concerns throughout the duration of the project.

Starting on Friday, August 20th, The Port Authority will be completing sidewalk repair work and curb replacement along Vesey Street, between Greenwich and Washington streets. The sidewalk will therefore be fully closed to pedestrians beginning at 8pm on Friday, August 20th, and will reopen at 5am on Monday, August 23rd.

On Saturday morning, June 26, 2010, the New York State Department of Transportation (NYSDOT) will temporarily close Albany Street between southbound Route 9A/West Street and South End Avenue. This closure is necessary to create a work zone for roadway pavement reconstruction and utilities.

Motorists are advised to expect delays and to use alternative routes. Two-way traffic will be permitted between South End Avenue and the work zone at West Street to maintain access to the parking garage on Albany Street. Traffic Enforcement Agents (TEAs) will be on-site to help direct traffic. Normal traffic patterns will be returned on Monday, June 28, 2010 by 5am.

Pedestrian crossings will be maintained by on-site construction flaggers at all times.

CONSTRUCTION ALERT
EFFECTIVE FRIDAY, MAY 28

PLAYGROUND AT WEST THAMES PARK
TO OPEN TO THE PUBLIC ON FRIDAY

The New York State Department of Transportation (NYSDOT) has announced that the playground at West Thames Park, also known as Tire Swing Park, will re-open for public use on Friday, May 28, 2010 at 3:00PM.

The new playground features separate recreation areas for older and younger children, water-play elements for all ages, a toddler play area, and a children's basketball half-court. The playground also includes climbing structures, a new tire swing to replace the old one, rocking pieces, tables, colorful mushrooms and daisies, sand, and spring toys.

Regular hours for the playground area, as set by the Battery Park City Parks Conservancy, are 6:00AM to 1:00AM.

In addition, the dog runs for both large and small dogs are now open.

This is the first in a series of stages to be completed before the West Thames Park is finished and can officially open. For example, the new lawn has been sodded and will be allowed to "knit" until mid-June to make sure the lawn stays healthy; colored surface finishes are being applied to the two additional basketball half courts located outside the playground area; and, the Liberty Community Gardens will be transplanted to their new location inside the Park next weekend. As features are completed over the next few weeks, NYSDOT will announce their availability to the public.

Lower Manhattan Bus Service Advisory
Street Construction to Affect Bus Service Around World Financial Center

The Alliance for Downtown New York has been informed by the Metropolitan Transit Authority that due to emergency roadwork by the Battery Park City Authority on Vesey Street in the vicinity of the World Financial Center, traffic through the area will be severely impacted beginning tonight, February 18 through Saturday, February 20, 2010.

As a result, the following MTA local and express buses that travel through the area are expected to be delayed:

M20, M22, X3, X4, X6, X7, X9, X10, X25 and X90.

In addition, the Alliance for Downtown New York's Downtown Connection shuttle bus service will experience delays during this time period. ;

On Saturday, January 9 through Sunday, January 10, 2010, the New York State Department of Transportation (NYSDOT) will excavate two test pits at the intersection of northbound Route9A/West Street and Chambers Street. Scheduled work hours are 7am to 5pm, daily. This work is necessary to assess existing sub-surface utilities in preparation for upcoming water main work. The information gathered will be used to determine future traffic patterns on Chambers Street.

Two-way alternate traffic will be maintained on Chambers Street between West Street and Greenwich Street by NYPD Traffic Enforcement Agents (TEAs). In addition, two lanes of traffic will be maintained on northbound Route 9A/West Street. Motorists are advised to use alternative routes during this time. The Alliance for Downtown New York has been informed by City Hall that due to the Mayoral Inauguration taking place at City Hall on January 1, 2010 the following streets will be closed to vehicular traffic for security reasons:

TWO-WAY TRAFFIC RESTORED ON WARREN STREET
BETWEEN WEST STREET AND NORTH END AVENUE

Effective on or before Monday, January 4, 2010, the New York State Department of Transportation (NYSDOT) will restore two-way traffic on Warren Street between Route 9A/West Street and North End Avenue. Warren Street was previously made a one-way street in the eastbound direction to accommodate northbound movement restrictions from eastbound Vesey Street.

At this time, the P.S.89/I.S.89 dedicated school bus lane along the north curb of Warren Street will be removed. Necessary steps will be taken to implement the traffic change before students return from winter recess in January 2010.

BATTERY PARK CITY RELEASES REQUEST FOR QUALIFICATIONS FOR PROSPECTIVE TENANTS OF PIER A

$30 MILLION IN RESTORATION WORK FUNDED BY NEW YORK CITY CONTINUES AT HISTORIC LOWER MANHATTAN PIER

(New York, NY: November 23, 2009) Today, the Hugh L. Carey Battery Park City Authority (BPCA) released a Request for Qualifications, which seeks responses from individuals and companies interested in leasing and operating Pier A for an active use that creates a first-class destination in Lower Manhattan. Pier A is an historic, three-story, 39,000 square foot pier located just south of Battery Park City. New York City Economic Development Corporation is working closely with BPCA on the $30 million restoration of the City-owned pier.

"It is heartening to know that Pier A is generating so much interest in the business community," said Governor David Paterson. "Pier A has historic significance to our City's waterfront and our nation, and I am so happy that the Battery Park City Authority has been chosen by Mayor Bloomberg to restore the pier to its former glory."

"Pier A, one of New York City's true historic treasures, should be bustling with life and available for the public to enjoy," said Mayor Michael R. Bloomberg. "With Battery Park City working at full bore with the City it will soon be rightfully restored to its former grandeur and once again be a destination of Lower Manhattan."

Pier A was originally built in 1886 and was originally part of the Battery Park City footprint when the Authority was created in 1969. In addition to serving as a gateway for visitors to New York City, it was also where soldiers returning from World War I disembarked and were welcomed home. The pier was also home to the Fire Battalion as well as other port offices. It has been unoccupied for several decades.

"The fact that this magnificent property, with such extraordinary historical significance, sat fallow for so many years was tragic. It became an issue of concern for our residents and the whole of Lower Manhattan," said James Gill, Chairman of BPCA. "Many people found it distressing that this property sat unused and shrouded. We have wanted an opportunity to redevelop it for quite some time. Our extensive experience managing multi-million dollar capital projects, overseeing major construction activity, and our proven environmental record, make us uniquely equipped to direct Pier A's renovation."

"Pier A, with its historical significance on the Lower Manhattan shoreline, has for too long been kept from its residents and visitors," said NYCEDC President Seth W. Pinsky. "I am pleased that by working with the Battery Park City Authority, we are making real progress towards the restoration and revitalization of this magnificent landmark."

Battery Park City has already completed underwater repairs to the Pier's foundation and has commenced replacement of the pier's deck. World renowned architect, Hugh Hardy, is responsible for the plans for the pier's restoration.It is expected that the restoration of Pier A will be completed and the building will be available to a selected tenant by March 31, 2011

The Authority intends to utilize the RFQ responses to gauge interest in and assess the qualifications of potential tenants for Pier A. Responses may be used to identify one or more preferred candidate(s) and/or to fashion a subsequent Request for Proposals to be issued in 2010. CYCLISTS MUST YIELD TO PEDESTRIANS AND TRAVEL WITH CAUTION AT ALL TIMES.

The shift is being done in cooperation with the New York City Department of Transportation (NYCDOT) by the Route 9A contractor to accommodate upcoming construction projects in Battery Park City by multiple agencies. WEST THAMES PARK RENOVATION

On or about Tuesday, October 13, 2009, the New York State Department of Transportation (NYSDOT) will begin renovations to West Thames Park. Normal work hours are 7:00a.m - 3:30p.m., Monday to Friday, with night and weekend work as necessary. The new park is expected to be completed by Memorial Day 2010.

In order to have West Thames Park ready by next summer, the segment of the park between West Thames Street and Albany Street will be fully closed to public access during construction - this includes the playground, lawn and community gardens. The dog run to the south will remain partially open at all times. All work zones will be physically separated by barriers and fencing, and water will be used to minimize dust and debris on site.

Other enhancements include updating underground utilities, installing a continuous walkway and bikeway and incorporating new urban design features along the west side of Route 9A/West Street.

DEDICATED SCHOOL BUS LANE ON
WARREN STREET BETWEEN NORTH END
AVENUE AND ROUTE 9A/WEST STREET

To ensure the safety of the students of P.S. 89/I.S. 89, the New York State Department of Transportation (NYSDOT) would like to remind motorists of the dedicated school bus lane along the north curb of Warren Street in the westbound direction. Please be advised, this lane may NOT be used for pick-up or drop-off of students by commercial or personal vehicles. This lane is restricted to school bus loading and unloading only. All other vehicles must abide by the current Warren Street traffic pattern.

At present, Warren Street is a one-way street in the eastbound direction with NO STANDING at any time. This condition is necessary to accommodate turning movements for NYC Transit buses diverted from eastbound Vesey Street. When work is complete, estimated to be by December 31, 2009, two-way traffic will be reestablished on Warren Street for all vehicles.

Motorists are advised to use Chambers Street or Murray Street to access North End Avenue and Battery Park City during this time.

This restriction is necessary for crosswalk reconstruction as part of the Route 9A West Street Promenade Project. This phase of construction will be in place for approximately six (6) weeks. Normal traffic patterns will be returned by Labor Day 2009.

The Albany Street crosswalk has been widened and straightened to accommodate increased pedestrian use as part of this next scheduled phase of construction. During this time, access along the east sidewalk between Rector Street and Carlisle Street will be maintained in the north-south direction. Signage will be posted at both ends of the bridge indicating full closure and alternate routes for crossing.

NYSDOT modifications will make the steps less steep, improve railings and enhance lighting on the east side of the Rector Street Bridge. The Battery Park City Authority (BPCA) will simultaneously perform maintenance to the west ramp and north tube of the bridge during this closure.

Construction Alerts from The Port Authority of NY/NJ

Emergency Drill
During the week of June 16, 2009, the Port Authority will be performing emergency rescue drills associated with work being planned in the river water pump station and distribution lines located in the vicinity of the World Financial Center Plaza Park.  During these drills, emergency rescues will be performed by the Emergency Services Unit (ESU) of the Port Authority Police Department (PAPD). They will be monitored by representatives from the Port Authority's Inspection and Safety Division, and WTC Construction Department's safety office.  As part of the drill, PAPD ESU vehicles will be located on-site.  The drill will include the rescue of workers and an assessment of the ventilation system. The Port Authority will do everything possible to minimize impacts on the community.

Night Work Alert
During the week of June 16, 2009, the Port Authority plans to continue limited around-the-clock construction work, including excavation and demolition, under the No. 1 Line subway structure at the World Trade Center site.

Crane Alert
During the week of June 22, 2009, workers for the Port Authority will assemble a Liebherr LR 1200 crane on West Haul Road at the World Trade Center site.  The crane will be used for the National September 11 Memorial & Museum project by the steel contractor, Cornell.  The operation will not impact traffic on Rt. 9A.

Drill Alert
During the week of June 22, 2009, the Port Authority will continue to perform intermittent tests of an emergency mass notification system at the World Trade Center Site. The drills may include brief strobe lights, audible electronic warning signals, and audible emergency instructions to WTC workers directed over a public loudspeaker.

This restriction is necessary to perform underground utility work and roadway reconstruction as part of the Route 9A North Promenade Project and the Battery Park City Authority Project. This phase of construction will be in place for approximately six (6) months.  When work is complete, normal traffic patterns will be returned.

The shift will relocate pedestrians and cyclists onto the existing bikeway to create a workzone for the construction of the permanent walkway.  The temporary bikeway and walkway will be fully protected from West Street traffic lanes and separate travel lanes for pedestrians and bicycles will be maintained at all times. 

This alignment will be in place for approximately six (6) months.  Signage advising pedestrians and cyclists will be posted in appropriate areas.
