Temporary lane closures are necessary to install a new overhead sign gantry spanning southbound Route
9A/West Street. There will be a single lane closure from 10:00pm on Friday to 1:00am on Saturday to perform
time prep work and erect one tower from within the work zone. This will be followed by a dual lane closure
from 1:00am to 5:00am on Saturday with two intermittent 15-minute full closures of the southbound roadway
to erect the second tower and lift the transverse span into place.
Motorists are advised to expect delays on Route 9A/West Street in the southbound direction and to use
alternate travel routes. Traffic Enforcement Agents (TEAs) and signage will be posted to help redirect traffic.
Pedestrian access across West Street at Albany Street will be maintained at all times.

The next Stakeholder Meeting for the Route 9A - North Promenade will be held Friday, August 20, 2010 at 10:30 a.m.
The Stakeholder's Committee is one way interested members of the community can stay informed about the project's progress. The committee will meet monthly to discuss the latest construction activities, measures being taken to minimize disruption to the community and to address concerns and suggestions from the public. Meetings will provide an opportunity for committee members to exchange issues, ideas and concerns throughout the duration of the project.
The Stakeholder's Committee will meet the THIRD Friday of every month. I hope you will be able to join us.

Vesey Street Sidewalk Closure Alert
Starting on Friday, August 20th, The Port Authority will be completing sidewalk repair work and curb replacement along Vesey Street, between Greenwich and Washington streets. The sidewalk will therefore be fully closed to pedestrians beginning at 8pm on Friday, August 20th, and will reopen at 5am on Monday, August 23rd.

CONSTRUCTION ALERT

PLAYGROUND AT WEST THAMES PARK
TO OPEN TO THE PUBLIC ON FRIDAY
The New York State Department of Transportation (NYSDOT) has announced that the playground at West
Thames Park, also known as Tire Swing Park, will re-open for public use on Friday, May 28, 2010 at 3:00PM.
The new playground features separate recreation areas for older and younger children, water-play elements for
all ages, a toddler play area, and a children's basketball half-court. The playground also includes climbing
structures, a new tire swing to replace the old one, rocking pieces, tables, colorful mushrooms and daisies,
sand, and spring toys.
Regular hours for the playground area, as set by the Battery Park City Parks Conservancy, are 6:00AM to
1:00AM.
In addition, the dog runs for both large and small dogs are now open.
This is the first in a series of stages to be completed before the West Thames Park is finished and can officially
open. For example, the new lawn has been sodded and will be allowed to "knit" until mid-June to make sure
the lawn stays healthy; colored surface finishes are being applied to the two additional basketball half courts
located outside the playground area; and, the Liberty Community Gardens will be transplanted to their new
location inside the Park next weekend. As features are completed over the next few weeks, NYSDOT will
announce their availability to the public.

Lower Manhattan Bus Service Advisory
Street Construction to Affect Bus Service Around World Financial Center
The Alliance for Downtown New York has been informed by the Metropolitan Transit Authority that due to emergency roadwork by the Battery Park City Authority on Vesey Street in the vicinity of the World Financial Center, traffic through the area will be severely impacted beginning tonight, February 18 through Saturday, February 20, 2010.
As a result, the following MTA local and express buses that travel through the area are expected to be delayed:
M20, M22, X3, X4, X6, X7, X9, X10, X25 and X90.
In addition, the Alliance for Downtown New York's Downtown Connection shuttle bus service will experience delays during this time period. ;

Transportation (NYSDOT) will excavate two test pits at the intersection of northbound Route9A/West
Street and Chambers Street. Scheduled work hours are 7am to 5pm, daily. This work is necessary to
assess existing sub-surface utilities in preparation for upcoming water main work. The information
gathered will be used to determine future traffic patterns on Chambers Street.
Two-way alternate traffic will be maintained on Chambers Street between West Street and Greenwich
Street by NYPD Traffic Enforcement Agents (TEAs). In addition, two lanes of traffic will be maintained
on northbound Route 9A/West Street. Motorists are advised to use alternative routes during this time.
Normal traffic patterns will be returned on Sunday night at 5pm.

TWO-WAY TRAFFIC RESTORED ON WARREN STREET

Effective on or before Monday, January 4, 2010, the New York State Department of Transportation
(NYSDOT) will restore two-way traffic on Warren Street between Route 9A/West Street and North End
Avenue. Warren Street was previously made a one-way street in the eastbound direction to accommodate
northbound movement restrictions from eastbound Vesey Street.
At this time, the P.S.89/I.S.89 dedicated school bus lane along the north curb of Warren Street will be
removed. Necessary steps will be taken to implement the traffic change before students return from
winter recess in January 2010.

$30 MILLION IN RESTORATION WORK FUNDED BY NEW YORK CITY CONTINUES AT HISTORIC LOWER MANHATTAN PIER

(New York, NY: November 23, 2009) Today, the Hugh L. Carey Battery Park City Authority (BPCA) released a Request for Qualifications, which seeks responses from individuals and companies interested in leasing and operating Pier A for an active use that creates a first-class destination in Lower Manhattan. Pier A is an historic, three-story, 39,000 square foot pier located just south of Battery Park City. New York City Economic Development Corporation is working closely with BPCA on the $30 million restoration of the City-owned pier.
"It is heartening to know that Pier A is generating so much interest in the business community," said Governor David Paterson. "Pier A has historic significance to our City's waterfront and our nation, and I am so happy that the Battery Park City Authority has been chosen by Mayor Bloomberg to restore the pier to its former glory."
"Pier A, one of New York City's true historic treasures, should be bustling with life and available for the public to enjoy," said Mayor Michael R. Bloomberg. "With Battery Park City working at full bore with the City it will soon be rightfully restored to its former grandeur and once again be a destination of Lower Manhattan."
Pier A was originally built in 1886 and was originally part of the Battery Park City footprint when the Authority was created in 1969. In addition to serving as a gateway for visitors to New York City, it was also where soldiers returning from World War I disembarked and were welcomed home. The pier was also home to the Fire Battalion as well as other port offices. It has been unoccupied for several decades.
"The fact that this magnificent property, with such extraordinary historical significance, sat fallow for so many years was tragic. It became an issue of concern for our residents and the whole of Lower Manhattan," said James Gill, Chairman of BPCA. "Many people found it distressing that this property sat unused and shrouded. We have wanted an opportunity to redevelop it for quite some time. Our extensive experience managing multi-million dollar capital projects, overseeing major construction activity, and our proven environmental record, make us uniquely equipped to direct Pier A's renovation."
"Pier A, with its historical significance on the Lower Manhattan shoreline, has for too long been kept from its residents and visitors," said NYCEDC President Seth W. Pinsky. "I am pleased that by working with the Battery Park City Authority, we are making real progress towards the restoration and revitalization of this magnificent landmark."
Battery Park City has already completed underwater repairs to the Pier's foundation and has commenced replacement of the pier's deck. World renowned architect, Hugh Hardy, is responsible for the plans for the pier's restoration.It is expected that the restoration of Pier A will be completed and the building will be available to a selected tenant by March 31, 2011
The Authority intends to utilize the RFQ responses to gauge interest in and assess the qualifications of potential tenants for Pier A. Responses may be used to identify one or more preferred candidate(s) and/or to fashion a subsequent Request for Proposals to be issued in 2010. WEST THAMES PARK RENOVATION
On or about Tuesday, October 13, 2009, the New York State Department of Transportation (NYSDOT)
will begin renovations to West Thames Park. Normal work hours are 7:00a.m - 3:30p.m., Monday to
Friday, with night and weekend work as necessary. The new park is expected to be completed by
Memorial Day 2010.
In order to have West Thames Park ready by next summer, the segment of the park between West Thames
Street and Albany Street will be fully closed to public access during construction - this includes the
playground, lawn and community gardens. The dog run to the south will remain partially open at all
times. All work zones will be physically separated by barriers and fencing, and water will be used to
minimize dust and debris on site.
Other enhancements include updating underground utilities, installing a continuous walkway and bikeway
and incorporating new urban design features along the west side of Route 9A/West Street.

To ensure the safety of the students of P.S. 89/I.S. 89, the New York State Department of Transportation
(NYSDOT) would like to remind motorists of the dedicated school bus lane along the north curb of
Warren Street in the westbound direction. Please be advised, this lane may NOT be used for pick-up or
drop-off of students by commercial or personal vehicles. This lane is restricted to school bus loading and
unloading only. All other vehicles must abide by the current Warren Street traffic pattern.
At present, Warren Street is a one-way street in the eastbound direction with NO STANDING at any
time. This condition is necessary to accommodate turning movements for NYC Transit buses diverted
from eastbound Vesey Street. When work is complete, estimated to be by December 31, 2009, two-way
traffic will be reestablished on Warren Street for all vehicles.

THE RECTOR STREET PEDESTRIAN BRIDGE WILL BE CLOSED FOR APPROXIMATELY TEN (10) WEEKS WHILE CREWS WORK TO REPLACE THE EAST STAIR TOWER
Beginning Monday, July 13, 2009 the New York State Department of Transportation (NYSDOT), in conjunction with the Battery Park City Authority (BPCA), will close the Rector Street Pedestrian Bridge while crews work to modify and reconfigure the east stair tower and platform.
In order to maintain the safety of the public, access to the Rector Street Bridge will be closed for
approximately ten (10) weeks. Pedestrians wishing to cross Route 9A/West Street will be required to
use alternative at-grade crossings at Albany Street or West Thames Street. The Albany Street
crosswalk has been widened and straightened to accommodate increased pedestrian use as part of this next
scheduled phase of construction. During this time, access along the east sidewalk between Rector Street and
Carlisle Street will be maintained in the north-south direction. Signage will be posted at both ends of the
bridge indicating full closure and alternate routes for crossing.
NYSDOT modifications will make the steps less steep, improve railings and enhance lighting on the east side of the Rector Street Bridge. The Battery Park City Authority (BPCA) will simultaneously perform
maintenance to the west ramp and north tube of the bridge during this closure.

Construction Alerts from The Port Authority of NY/NJ
Emergency Drill
During the week of June 16, 2009, the Port Authority will be performing emergency rescue drills associated with work being planned in the river water pump station and distribution lines located in the vicinity of the World Financial Center Plaza Park. During these drills, emergency rescues will be performed by the Emergency Services Unit (ESU) of the Port Authority Police Department (PAPD). They will be monitored by representatives from the Port Authority's Inspection and Safety Division, and WTC Construction Department's safety office. As part of the drill, PAPD ESU vehicles will be located on-site. The drill will include the rescue of workers and an assessment of the ventilation system. The Port Authority will do everything possible to minimize impacts on the community.
Night Work Alert
During the week of June 16, 2009, the Port Authority plans to continue limited around-the-clock construction work, including excavation and demolition, under the No. 1 Line subway structure at the World Trade Center site.
Crane Alert
During the week of June 22, 2009, workers for the Port Authority will assemble a Liebherr LR 1200 crane on West Haul Road at the World Trade Center site. The crane will be used for the National September 11 Memorial & Museum project by the steel contractor, Cornell. The operation will not impact traffic on Rt. 9A.
Drill Alert
During the week of June 22, 2009, the Port Authority will continue to perform intermittent tests of an emergency mass notification system at the World Trade Center Site. The drills may include brief strobe lights, audible electronic warning signals, and audible emergency instructions to WTC workers directed over a public loudspeaker.

Please see the information below regarding the WTC River Water Line work around 1 and 2 WFC by Guardian Services. I am notifying you so no one is alarmed if and when they see people outside the building in full suits, respirators and scuba gear. June 4th and June 18th are scheduled test runs, beginning at 9 a.m.. Tentatively, July 9th is the scheduled date for applying the coating to the River Water lines.

On Thursday, June 4th Guardian Engineering in concert with PANYNJ Safety and PAPD-ESU will be doing a mock Permit Required Confined Space entry into the river water pumping station located on Kowsky Plaza near the Gateway complex. This work is in preparation for the installation of certain materials that will be applied to the river water piping which will eventually supply the WTC Memorial Chiller Plant at the site.
During the entry and throughout the morning commencing at 9am personnel may be wearing full body suits, respirators and scuba gear to ascertain the conditions that will be encountered when the product is actually applied. This is the first of two mock entries that will take place, the second one scheduled on June 18th will take place at the same time and will involve access and activity at the manhole covers located south of Two World Financial on Liberty Street.
The actual initial application of the material to be used is tentatively scheduled for July 9th. Once these test runs are complete and the information is gathered, a more complete schedule will be generated as to when this work will be performed on a more routine basis. Once this schedule is established I will share this information with you..

CONSTRUCTION ALERT
BEGINNING SATURDAY, MAY 2
ROUTE 9A WALKWAY/BIKEWAY BETWEEN CHAMBERS AND MURRAY STREETS WILL BE SHIFTED INTO A TEMPORARY ALIGNMENT
On or about Saturday, May 2, 2009 the New York State Department of Transportation
(NYSDOT) will shift the walkway and bikeway of Route 9A/West Street between Chambers
Street and Murray Street into a temporary alignment. The shift will relocate pedestrians onto the
permanent walkway and cyclists onto the right southbound lane of West Street to create a
workzone for the construction of the permanent bikeway. Pedestrians and cyclists will be fully
protected from West Street traffic at all times.
This alignment will be in place for approximately six (6) weeks. Signage advising pedestrians
and cyclists will be posted in appropriate areas.

FULL CLOSURE OF THE RECTOR STREET PEDESTRIAN BRIDGE DUE TO UNSAFE FACADE CONDITIONS BETWEEN RECTOR STREET AND CARLISLE STREET
Effective immediately, per recommendation of New York City Departments of Buildings, Battery Park City will be closing the Rector Street Pedestrian Bridge due to unsafe facade conditions at 40 Rector Street. The bridge will remain closed until further notice is given. Pedestrians wishing to cross Route 9A/West Street will be required to use alternative at-grade crossings at Albany Street or West Thames Street. Signage will be posted at both ends of the bridge indicating full closure and alternate routes for crossing.

CONSTRUCTION ALERT

THE RECTOR STREET PEDESTRIAN BRIDGE WILL BE CLOSED FOR EIGHT (8) WEEKS WHILE CREWS WORK TO REPLACE THE EAST STAIR TOWER
Beginning Wednesday, March 18, 2009, the New York State Department of Transportation (NYSDOT) will close the Rector Street Pedestrian Bridge while crews work to modify and reconfigure the east stair tower and platform.
In order to maintain the safety of the public, access to the Rector Street Bridge will be closed for approximately eight (8) weeks. Pedestrians wishing to cross Route 9A/West Street will be requiredto use alternative at-grade crossings at Albany Street or West Thames Street. The Albany Street crosswalk has been widened and straightened to accommodate increased pedestrian use as part of this next scheduled phase of construction. In addition, access to the east sidewalk between Rector Street and Carlisle Street will be maintained in the north-south direction. Signage will be posted at both ends of the bridge indicating full closure and alternate routes for crossing.
NYSDOT modifications will make the steps less steep, improve railings and enhance lighting on the east side of the Rector Street Bridge. The Battery Park City Authority (BPCA) will simultaneously perform maintenance to the west ramp and north tube of the bridge during this closure.

TRAFFIC ALERT
ON SATURDAY, FEBRUARY 28
LEFT TURN MOVEMENTS FROM EASTBOUND VESEY STREET ONTO NORTHBOUND ROUTE 9A/WEST STREET WILL BE RESTORED
On or about Saturday, February 28, 2009 the left turn lane from eastbound Vesey Street onto northbound Route 9A/West Street will be restored as part of the new traffic pattern on West Street. In addition, all northbound traffic will be realigned to the west of the Vesey Street Pedestrian Bridge Pier. Signage advising motorists of the new traffic pattern will be posted in appropriate areas and traffic signals will be adjusted accordingly. Three travel lanes will be maintained in each direction during peak hours.
